The current constitutional debate and the questions surrounding Quebec´s future have primarily centred on the issue of whether or not Quebec will choose to continue to be part of Canada. The discussions to date have largely ignored the potential outcome of the crisis: the partition of an Independent Quebec, should a referendum decide in favor of separation.
Drawing on comparisons with other regions where ethnic divisions are pronounced, including Yugoslavia, Ireland, and Switzerland, Scott Reid offers a thoughtful analysis of the Quebec scenario, and legislative proposals that the author suggests the federal government should introduce now to avoid violent confrontation in and with a post-confederation Quebec. |
